It does have me thinking if we could get away from needing a Dialect's _instance_ in order to then _statically_ (i.e. in code, via a class) define an op. That is, whether something like the following could work out:
```python
class MyIntDialect(irdsl.Dialect, name="my_int"):
    pass

class ConstantOp(MyIntDialect, name="constant"):
    pass
```
