I think it's reasonable to expect `tosa-infer-shapes` to be run after `tosa-input-shape`. The error above actually seems to be a complaint about the return type not matching what's expected (in the example below I made the return type of cond_if static), perhaps it's something that can/should be handled in `tosa-to-scf`?
