Subject: [PATCH] [mlir][IR] Add `SingleBlock` trait to
 `ModuleOp`/`GPUModuleOp`

The region is already declared as `SizedRegion<1>`, but this will add an additional `getBlock()` convenience function to `ModuleOp`.
