Subject: [PATCH 1/2] [MLIR][LLVM] Add `llvm.experimental.constrained.fptrunc`
operation
Add operation mapping to the LLVM
`llvm.experimental.constrained.fptrunc.*` intrinsic.
The new operation implements the new
`LLVM::ExceptionBehaviorOpInterface` and
`LLVM::RoundingModeOpInterface` interfaces.
