This is more of a question to the audience: there are 2 possible cases when empty vector is returned:
1. Cannot determine loop bounds (`scf.while`)
2. Some degenerate case, when loop has 0 dimensions.
Probably makes sense to distinguish those 2 cases and return `optional<SmallVector<OpFoldResult>>`.
