This only checks the attribute value. Should we also verify that the attribute name is `spirv.decoration` to be certain? In case we have other user annotated decoration for whatever reason.

It would be nice to add an IR test for such case to ignore `#spirv.decoration` attributes without `spirv.decoration` name.
