LOG: [mlir][Vector] Fix "scalability" in CastAwayExtractStridedSliceLeadingOneDim (#81187)

Makes sure that "scalability" flags in the
`CastAwayExtractStridedSliceLeadingOneDim` pattern are correctly
updated.
