Sure, but I still don't think this is the right PR to start introducing `DiagnosedSilenceableFailure` outside transform ops as it changes the way errors/failures should be handled by users of this function. To not regress the functionality, I have opted to keep the check inside the transform op: https://github.com/llvm/llvm-project/pull/89636/files#diff-248fafbd7e6f22b57d1b44053b4679730ea925971633758cf6dd5b1e1bb289c9R72.
