This regresses the previous behavior of the transform op. The error message will now be emitted unconditionally, without the possibility to suppress it from within transform. I see two possible solutions: (a) adopt `DiagnosedSilenceableFailure` more broadly and return it here or (b) have this function take a callback for error reporting.
