LOG: Reland [mlir][tools] Introduce tblgen-to-irdl tool (#70121)

This patch relands the reverted commit
https://github.com/llvm/llvm-project/commit/e6e9beb977555c84fb16ffdd8dca8649c7d3091d
after fixing the sanitizer issue.
