LOG: [Tosa] Add tosa-to-linalg-pipeline for testing (#69997)
Add tosa-to-linalg-pipeline that calls the function
addTosaToLinalgPasses, so it gets tested in core
also added tests in tosa-to-linalg-pipeline.mlir
