Subject: [PATCH] [mlir][spirv] Add folding for SNegate, [Logical]Not

Add missing constant propogation folder for SNegate, [Logical]Not.

Implement additional folding when !(!x) for all ops.

This helps for readability of lowered code into SPIR-V.
