Comments: updated support for the COFF .linkonce

Now, the .linkonce directive is emitted as part of MCSectionCOFF::PrintSwitchToSection instead of AsmPrinter::EmitLinkage since it is an attribute of the section the symbol was placed into not the symbol itself.Properties:
