[llvm-dev] arc install-certificate failure

when I try to install “arc” following the “quick-start”(◉ Arcanist Quick Start <https://secure.phabricator.com/book/phabricator/article/arcanist_quick_start/>)
everything is fine, but when I try to install-certificate I got stuck.
It gives me the following message.

Usage Exception: Failed to connect to server (https://reviews.llvm.org/api/):

```
can anyone help me? Thanks.
