[llvm-dev] IMPORTANT: LLVM Bugzilla migration

Not quite. Github uses markdown and LLVM bugzilla is text-only with
some minor formatting. Surprisingly enough there are almost no
possibilities to "escape" the stuff in the GitHub markdown engine. We
decided to keep the text as-is. If necessary one could reformat the
comment during commenting / fixing.
