[llvm-dev] [11.0.0 Release] Release Candidate 3 is here

Hi Hans,

Release testing for llvm-11.0.0-rc3 on Power PC 64bit Little Endian is
completed for Ubuntu 18.04 and Red Hat 7.4. I did not see any regressions
for RC3.
I have uploaded the respective binaries and have attached the sha1 files.
