[llvm-dev] [11.0.0 Release] Release status

Hello everyone,

As those following along have noticed, the release is late.

There are currently six blocking bugs at
https://bugs.llvm.org/show_bug.cgi?id=46725

I'm trying to nudge those along as best as I can, but any help would
be very welcome.

Once those issues are resolved, the plan is to tag rc3, after which we
can release if there are no bad surprises.
