[llvm-dev] RFC: Adding a staging branch (temporarily) to facilitate upstreaming

Essentially this decision is balancing legal risk with inconveniencies,
which is a tough trade-off to consider.
It seems to me that the extra repository would be a compromise that gets
the balance right. Sure, there are some drawbacks, but the legal story is
quite straightforward and clear. This is something where I'm tempted to
trust the lawyers and avoid experiments.
I would also like to congratulate Apple to make the decision to contribute
their LLVM changes back to the community, and I think we should be
welcoming and make this straightforward for them.
