[llvm-dev] RFC: token arguments and operand bundles

Based on what I've read in this thread, it doesn't seem like tokens are a
good fit here. If in the future we want to establish different regions of
FP safety (i.e. inlining functions with different FP safety settings), then
it might make sense to start using tokens.
