[llvm-dev] (RFC) Adjusting default loop fully unroll threshold

I've update https://reviews.llvm.org/D28368 to move the threshold update to O3.

Chandler, could you help take a look if the changes that pass down
OptLevel to LoopUnroller is reasonable?
