[llvm-dev] [5.0.0 Release] Please write release notes

Hi Hans,
it is pretty late, but I figured that it would be good to put this fix to
5.0
https://reviews.llvm.org/D33852
Without this any project using declspec(any) won't gonna compile on
linux/mac (e.g. ChakraCore).
