[llvm-dev] Using C++14 code in LLVM

We're in the process of modernising our Buildbots, but we still use gcc
4.8.2 in many of them.

If we do consider going forward, we're going to need a lot of coordination
and patience, as we are finding issues with newer gcc and glibc on ARM.
