[llvm-dev] Making -mregparm match gcc

I have pending diffs for (https://reviews.llvm.org/D27050,
https://reviews.llvm.org/D27051) that will bring clang's -mregparm behavior
in line with gcc (PR3997). Since this is nominally an ABI break I'm raising
this here to check that this isn't a surprise for anyone.
