Hello,

I just added public silent staging buildbot.
Everyone is welcome to use it.

The web page is here:
http://lab.llvm.org:8014

Any builder could be easy switched to staging buildbot by simple change in
local slave configuration:
use lab.llvm.org:9994 instead of lab.llvm.org:9990.

Hope this could be helpful in buildbot noise reducing, but other
improvements are required also.
