[LLVMdev] Out of tree targets

I believe we'd need LLVMBuild.txt even in autoconf build - for bunch
of autogenerated stuff, e.g. list of all asmprinters / asmparsers /
InitializeAllTargetInfos, etc., since targets are not autoregistered
anymore.
