[LLVMdev] Dockerfile for zorg

Hi,

I spent some time today getting to grips with zorg and buildbot in order to
add a new builder for llgo. I've created a Dockerfile for testing
zorg/buildbot with minimal effort. If anyone's interested, you can grab it
