[LLVMdev] SafeStack pass and TLS support

Hi all,

Shouldn't SafeStack pass be executed only if the target has TLS support?
E.g. currently for NVPTX there is no way to implement
`__safestack_unsafe_stack_ptr`.
Any comments?
