[LLVMdev] Proposal: AArch64/ARM64 merge from EuroLLVM

Hi Garbor,

I think Kristof will talk to you after his vacation, basically we are
expecting you could change current build bot to use QEMU. Current data
shows foundation model is 30x~50x slower than QEMU.
