[LLVMdev] LLVM 3.2 release notes + LLVM Users

I had asked earlier if LLVM sub-projects are to be listed here but never 
got a response.  From the looks of it, I'm guessing that they shouldn't 
be, but if I'm mistaken, please let me know so that I can add a blurb to 
the release notes.
