Is this not at least partly due to the fact that there are no APIs to create Xcode projects, nor is the format documented, nor is Xcode's scriptability very good?  Given that, I think the CMake devs have done quite well.

Other than CMake and Xcode itself, is there even another tool out there that can create Xcode projects?
