[LLVMdev] etags change

I just wanted to let all etags users out there know that etags is not
automatically run by the LLVM build anymore.  There doesn't seem to be a
portable way to get it to work under all of the OS's we're running on.

But don't panic!  All you have to do is run 'make tags' from the top level
directory whenever you want to update the tagfile. :)
