You will need to download the LLVM source code (letter a) and the GCC 
Front End Source Code (letter f).  You will need to build both of them.

If you have any problems compiling these, please let us know.  I didn't 
test Cygwin support with the 1.4 release as I don't have a Cygwin 
installation at UIUC at present.
