[compiler-rt] [NFC][TSan] Use in-class member initializers for ReportDesc and ReportMop (PR #228780)

Replace out-of-line default constructors for ReportDesc and ReportMop in
tsan_report.cpp with in-class member initializers in tsan_report.h.
