I've got a mild preference for moving changed out of the loop, and eliminating `cfiJumpTablesChanged`. Not a lot in it, just means that we don't need to repeatedly set cfiJumpTablesChanged to false in the loop.

I suggest letting other reviewers express their preference before changing.
