Closing this old combined PR. The original HIP i128 division issue (#71223) is now resolved by IR expansion from #80669. LLVM also has an AMDGPU device compiler-rt build path, so the compiler-rt target and build setup added here is superseded.

The bitcode-archive loading and automatic runtime-linking pieces in this PR have not landed, but they were added for that division use case, and I don't have another current consumer for them. If one arises, we can propose those linker changes separately with a focused test.
