Yes that is indeed a bit unfortunate. Eventually I think we should merge them, by encoding the single-scalarness in VPInstruction (also needed for https://github.com/llvm/llvm-project/pull/129712). I put up https://github.com/llvm/llvm-project/pull/227761 to get things started
