I mean, this breaks plugins with options already on the user side and plugins that use cl:: will need to get ported eventually, so we might just as well break them once properly now and remove the implicit call to cl:: here (which we eventually want to remove again). Plugins can call cl:: themselves if they want to, or use whatever other option parsing library they want.
