LOG: [LAA] Remove unused functions (NFC) (#226733)

Remove RuntimePointerChecking::empty and LoopAccessInfo::getNumLoads /
getNumStores, which have no callers, together with the NumLoads and
NumStores counters that were only read by the latter.
