Textual IR (as opposed to bitcode) generally does not need to be upgraded. Given that the struct path TBAA is more than a decade old at this point, I plan to remove the existing TBAA upgrade here (starting with updating tests in https://github.com/llvm/llvm-project/pull/226051).

Not doing the upgrade for textual IR also means you don't have to work around the upgrade when testing the verifier in #225910.
