[llvm] [ORC] Name eh-frame alloc actions using ORC rt convention. (PR #226014)

Rename the eh-frame alloc actions (register, deregister) using the new ORC runtime's conventions for alloc-action naming.

This aligns the names used in LLVM with an upcoming implementation in the new ORC runtime.
