Could we move this up right before `if (UseFnPtrTable && !Instructions.empty())` above? `Instructions` is not used between that `if` statement and here. This way, `!Instructions.empty()` only checks overflow instructions, and `EmitOpcodePatternTable` won't need to filter `Instructions` again.
