I think the interface in general already exists, there are variations of the reporting functions that take the debug location explicitly AFAICT: https://github.com/llvm/llvm-project/blob/main/llvm/lib/Transforms/Vectorize/LoopVectorizationPlanner.cpp#L121C30-L121C53
