Yes. The relocation definition by itself was merged earlier in #199503. In #198327, we have CodeGen support and also AsmParser support for the new directive. The AsmParser support is required for lld tests in this PR.

Usually I indeed try to stick with MC->LLD->CodeGen path, but this time it looked more convenient to have AsmParser bundled with CodeGen changes.

Both this PR and #198327 were intended to be merged at the same time - it was a known issue that the buildbot would fail otherwise. That's why both stacked PRs were remaining opened even though the #198327 was approved several weeks ago.
