[llvm] [SpeculativeExecution] Drop poison-generating flags when hoisting instructions (PR #225377)

The entire point of poison-generating flags is that they do not require dropping on speculation. Only UB-implying annotations need to be dropped during hoisting.

You are trying to work around a bug somewhere else.
