Looks like this handled the `LinkGraph`-builder side, but not the link side.

`ELFJITLinker_aarch64` and `aarch64::applyFixup` should both be similarly templated.

This will force you to pass a template parameter in to `aarch64::applyFixup` in the MachO_arm64.cpp backend -- that should just be `llvm::endianness::little`.
