Subject: [PATCH 1/4] Partially Reapply "[libcxx] Move premerge jobs to k8s
 mode runner set (#221395)"

This reverts commit 5dc57157f12f0ff676e823d9b4d98b45c07e5df2.

Now that the underlying issue was fixed, we can reapply this and move
everything over to the new runner set.
