[llvm] [ABI] Add default argument/return classifiers to TargetInfo (PR #225009)

I see that Clang has a DefaultABIInfo class that does something similar to this, but I'd rather keep the structure there than have the ABI library's TargetInfo provide these default functions. It will make review of each target that uses them easier.
