[llvm] [M68k][CI] add an M68k pre-merge check job for in-backend code changes (PR #224956)

I'm generally not a big fan of individual targets doing their own  premerge checks. Doubly so here given m68k is an experimental target. There's already a buildbot setup for it that tests the build on every commit (which probably shouldn't be sending failure emails to everyone given its experimental status).

It's unclear to me why you would need to pull and build every commit locally.
