I suspect the first was added before file-headers-arm64.test existed. Either way, I think we should probably delete them both from the tree. I'd do it myself, but my a) my local LLVM environment isn't in a great state for pushing PRs and b) I haven't actually made a commit in years it feels like and I don't want to break that streak ;-)
