Add a new group vendor observer, for a vendor contact that would like to be informed of security issues, but is unable to fulfill the full set of expectations of the other groups. A vendor observer has no formal voting rights. While they may contribute to discussions and other members are expected to take their views into account, they do not vote and are not counted in the numbers when determining majority or super majority.
